How do you "fix" a school?

Time magazine had a pretty interesting article about education,
How to Fix America's Schools. Read it. It's not at all boring, I promise.
What do you think about Chancellor Rhee's approach? In what ways is our school in need of "fixing"? Please discuss!

it sucks that the U.S. spends more money per pupil, but are still way behind other countries in the education war...

A lot of times people try to throw money at something and think it will magically be fixed.

After a certain funding level is reached, I think good ideas, creative teachers, involved parents and effective leadership are the keys to successful schools.
